Description of Requirements and Responsibilities:
JOB SUMMARY: Directs the general administrative, customer service, billing/collection, planning, design, operation and maintenance of the City’s utility enterprises, including but not limited to the Electric, Water/Water Reclamation, and Advanced Communications Services departments.
DUTIES AND RESPONSIBILITIES:
• Directs and coordinates operation and maintenance of power generation plants and the electrical transmission and distribution systems; water/wastewater systems; communications services; network information systems; and customer and utility billing/collection services.
• Prepares preliminary budget and is responsible for effective control after adoption. Prepares cost estimates and engineering plans necessary for system operation.
• Ensures the completion of highly technical electrical system administrative, engineering and operational tasks.
• Provides customer service concerning complaints, new load or needed service changes.
• Performs related duties deemed necessary for the efficient operation of the utility divisions, and other duties assigned by the City Manager.
QUALIFICATIONS – EDUCATIONAL REQUIREMENTS – EXPERIENCE AND TRAINING:
Required:
• Bachelor’s degree in business, finance, accounting, or engineering.
• 8 to 10 years of utility operations/management experience. At least five years experience in serving as a senior level manager in an organization.
• A strong understanding of the issues facing the utilities industry, and the vision to propel a municipal utility to its apex through comprehensive strategic planning (short, mid, and long-range).
• Demonstrated leadership/management skills and integrity.
• Excellent oral and written communication skills to relate effectively to employees, Council members, customers, and other utilities and trade associations.
Desired:
• Electric, water/water reclamation, and/or broadband utility background.
• Working knowledge of utilities budgeting.
• Power supply expertise.
• Experience in managing FTR’s, ARR’s, and other financial products associated with power transmission.
• Extensive (more than 10 years) high-level experience in management, finance, contract negotiations.
• Experience in governmental relations.
