Joanne is a graduate of Rochelle Township High School and has been employed by the City since 1986 and joined RMU in 2001. Joanne works closely with the General Manager and RMU Superintendents in order to keep the Administration office running smoothly.

Barbara Bell
Supervisor of Customer Service

Barbra is a graduate of Rochelle Township High School and Northern Illinois University. Barbara joined RMU in 2008. Barbara has extensive background in Customer Service and Human Relations. Barbara is always available to provide our customers with quality, dependable service.

Communications

Scott Koteski
Superintendent of Communications

Scott is a graduate of Rockford East High School and has over twenty-five years experience in voice and data communications. Scott currently serves as the Chairman of the Northern Illinois Technology Triangle INITT). Scott is a member of the Illinois Municipal Broadband Communications Association and has worked extensively on the Rochelle Business and Technology Park projects.

Joe Orlikowski
Superintendent of Electric Operations

Joe is a graduate of Rochelle Township High School and has over thirty years experience in electric transmission and distribution.  Joe also manages the RMU production facility and CAD divisions.  Joe has been extremely helpful in the coordination and construction of the city’s electric infrastructure.

Kathy Cooper
Superintendent of Water and Wastewater

Kathy is a graduate of Rochelle Township High School and Northern Illinois University. Kathy has over twenty years experience in water and water reclamation. Kathy is the past President of the Illinois Water Environment Association (IWEA) and is an active member of the American Water Works Association (AWWA).
